Industrial structure adjusteddynamically ahead of the market in different stages leads regional economic development.The government should play its role as public administrator in drawing industrialdevelopment plan and creating a favorable environment to hoard up industrial resources andachieve the economic goals.This research starts with a general review of the industrial structure theories andgovernment intervention theories to raise its theoretical foundation. According to industrialorientation, the author for the first time divided the process history of Maoming industry intofive stages, through which the importance of the industrial orientation stated. Based on afurther analysis of the present state and characteristic of industry structure, the researchhighlights the completely dominated petrochemical industry and drawbacks on weak countryregional industry, pointing out the necessity of adjusting industry structure at the time ofsetting up Binhai New Area in Maoming and capturing the main problem to undo in theprocess. On the basis of the analysis of present macro economy and industry environment, theauthor’s employing SWOT to analyze Maoming industrial structure adjustment results in theusage of SO priority strategy via analyzing various strengths and weakness&opportunitiesand challenges to be confronted. To stretch out the main contents of structure adjustment, theauthor proposes industrial partitioning patterns of dominated industry, typical industry,emerging industry and supplement industry adopted in prefecture-level cities and therelationship between them as well,which provides a practical approach to industrial structureanalysis of prefecture-level city and research on structure adjustment strategy. Starting withscarce resources and industrial development logic with a focus on periodic change ofdominated industries, the conclusion that single dominated industrial strategy should beadopted in the short or medium term of Maoming industrial structure adjustment and multipledominated industrial strategy should be adopted in the long term is put forward.
