Research On The Impact Of Industrial Policy On The Upgrading Of Manufacturing Industry Structure In Eastern China

Manufacturing industry is the cornerstone of the whole national economy and plays a leading role in the whole national economic structure.The manufacturing industry in eastern China is in the forefront of China's manufacturing industry development,because of location advantages?policy bias and other factors.In this process,the government has issued a variety of industrial policies to promote the transformation,optimization and upgrading of its manufacturing industry.Therefore,this paper studies the impact of industrial policy on the upgrading of industrial structure in eastern China by using industrial policy tools to represent the industrial policies implemented by government departments.This paper uses Theil index and the ratio of secondary and tertiary industries to measure the rationalization and advancement of industrial structure in eastern China,and finds that the rationalization level of industrial structure in eastern China shows an upward trend from 2003 to 2016,while the advancement of industrial structure shows three different trends.Then,this paper uses the facial data to make an empirical study on the effect of industrial policy on the upgrading of industrial structure in eastern China,and finds that the preferential tax policy is of great help to the upgrading of regional industrial structure rationalization,but it weakens the advancement of industrial structure in manufacturing industry;low-interest loans have a negative effect on the improvement of the rationalization of the industrial structure in the eastern region,and the impact on the advancement of industrial structure is not significant;the effect of R&D support on the level of rationalization of regional industry structure is not significant,and it has a restraining effect on the upgrading of industrial structure.The results show that different implementation paths of industrial policies have different effects on the upgrading of industrial structure in eastern China.This paper also examines the impact of other factors on the industrial structure of manufacturing industry,and finds that regional human capital has a significant role in promoting the rationalization and advancement of industrial structure.According to the current situation of industrial structure upgrading policy formulation in China and the empirical results,this paper holds that in order to promote the industrial structure upgrading of manufacturing industry in eastern China,firstly government should improve the industrial policy tools currently implemented and give diversified policy assistance;secondly,government needs to speed up the transformation of industrial policy,do something but not do something,and do serviceoriented government.At the same time,government should strengthen the guidance of industrial policies on the allocation of regional human resources and tap the potential of regional human resources.
