Study On The Efficiency Of Agricultural Loan Fiscal Discount

This paper conducts the research to the fiscal expenditure for agriculture, rural financialcredit and fiscal agricultural loan discount efficiency background on the central governmentattaches great importance to the "three rural issues" and “building a new socialistcountryside”.In recent years, a lot of work had been done to guide the agricultural credit funds,financial investment funds, poverty alleviation and development in rural areas and the ruraleconomy in Guangdong had got great development. But regional unbalanced developmentstill has considerable differences among regions of the Pearl River Delta, the east, the westand mountain area in Guangdong.Many domestic scholars have conducted in-depth research on the fiscal, financial creditsupport for agriculture and made many good suggestions to promote rural development. Butthe fiscal department and financial institutions, lack of communication and coordination, actof one’s own free will on the funds required for the rural development. The contradictionbetween large capital demand of rural development and little fiscal expenditure foragriculture, large rural financial demand and supply of rural finance shortage still can not besolved well. Fiscal expenditure for agriculture has got the function of undertaking ruralfinancial credit risk as the transformation of government’s rural fiscal policy and free of fiscalagriculture fund sources. To do a research on “”Based on the support of fiscal expenditure foragriculture, how to make the financial credit for agriculture, as the main channel, bettermigrated to the agriculture and the rural economy has become very necessary.This paper is divided into five chapters, the first chapter is the introduction, mainlyintroduced the research background, related literature review and research methods; thesecond chapter describes the missing of fiscal expenditure on agriculture and rural financialsupply constraints to the development of agriculture; the third chapter describes the viewpointof " fiscal discount to the agricultural loan is effective approach to promote agriculturaldevelopment" through the rigorous logical conclusion; the fourth chapter makes an empiricalanalysis according to the related data of fiscal expenditures on agriculture, agricultural loansfor agricultural development of Qingyuan form2001to2010, and describes two fiscal discount case in Qingyuan to support the viewpoint of the third chapter; the fifth chaptermentioned the problem and gave some suggestions, tried to provide theoretical and practicalbasis to increasing fiscal expenditure efficiency and pulling the "three rural" credit inGuangdong.
