The paper analyzes the urban light railway vehicle market environment, policy environment, competition environment and technology situation, manufacturing capacity, human resource and marketing system of Dalian Locomotive&Rolling Stock Co., Ltd CNR Group in the effective way. It adopts SWOT matrix analysis to analyze and understand its own strengths and weaknesses, develops urban rail vehicle business competition strategic guiding ideology and strategic target.
