Mobile communication now is one of the most active and with most highpotentials of development in the golable telecom services. The telecom industry inwhich Mobile communication is as the main, has become the important columnindustry in our national econmy. Mobile communication technology develops withfast speed, and now the competition in mobile communication market is very sharp,foreign investmet will gradually come intoour mobile communication market;3Gliscience will be issued;all these will make the competition in mobile communicationmarket more complex, and the market competition will become more strong thanbefore.With above background, this article will make the description, analysis and studywith the following aspects:1) The present situation and the analysis on mobile communication business ofChinese mobile communication industry, China Unicom and its Shandong Branch.2) The description on the processing procedure of the theory of strategymanagement, Mr. M. Porter's structure model of five-power competition, SWOTtheory, life-circle theory, and Mr. M. Porter's general competition strategy theory;andhave analyzed and studied the mobile communication business strategic developmentof Shandong Unicom with above listed theories.3) An analysis has been done on the outside opportunities and threats and theinternal recourse advantages and weakness to Shandong Unicom mobile business;andwith EFE and IFE matrixes, a comprehensive quantitative analysis has been done onthe key factors.4) With the above analyzed and study conclusion, have raised the wholedevelopment stragety of Shandong Unicom and its stragetic plan on mobilecommunication business of CDMA and GSM.This essay has taken many theories of stragetic management, and has ananlizedand studied the development stragety of the mobile communication business ofShandong Unicom from different aspects and positions upon the background of strongmarket competition, the opening of telecommunication market after WTO and theissuing of 3G liscience etc.;and has raised the development stragetic plan.
