R&D innovation is the lifeblood of business aviation, and R&D personnel as the backbone of the aviation industry research and innovation strength of enterprises to enhance innovation capability is the most important strategy. Product development and other functions compared with the one-time temporary work, innovation, and poor controllability characteristics, the traditional performance appraisal system is difficult to meet the assessment requirements for R&D personnel. This article is in this context, the domestic airborne flight data acquisition and recording system, the birthplace of research and production base QSHK our researchers for the study, research and development staff performance appraisal system for the systematic study and optimization.Now, QSHK’s performance appraisal system exists assessment methods and content is relatively simple, human factors performance appraisal overweight, lack of training for performance appraisal system, the lack of performance appraisal interviews links and other issues. R&D personnel on QSHK performance appraisal system status and the main reason for these problems on the basis of a detailed analysis, based on QSHK companies by industry background and characteristics of R&D personnel, the paper R&D staff performance appraisal system was optimized. First, the application of the theory of human resource management for enterprise R&D personnel conducted a systematic job analysis, job setting R&D personnel will reposition8post13, and to determine the qualifications of each job and job responsibilities; Secondly, based on corporate structure and characteristics of R&D personnel, R&D personnel proposed performance appraisal system design ideas, design goals, design principles and the principles of the design process framework. On this basis, this paper results of the work, work behavior and ability to work a total of11indicators of the three dimensions was constructed QSHK R&D personnel performance evaluation index system, and uses AHP establishes performance evaluation index system of weights. The paper identifies the main R&D staff performance appraisal, a clear monthly assessment project assessment and year-end appraisal three forms of appraisal cycle, and to strengthen the performance appraisal system results in communication and feedback. Finally, to ensure QSHK R&D personnel performance appraisal system improvement program can be implemented smoothly, put forward relevant safeguards.Conclusions of this study improved QSHK R&D personnel evaluation incentives in favor of research and development personnel QSHK implementation of the strategy and innovation capability, but also hope that this study can also related to aviation enterprise R&D personnel performance appraisal system development and design some reference and reference.
