The Party Central Committee and the State Council attach great importance on the "three rural issues", since2004, the No.1central document focused on "three rural" in recent ten years. The eighteen report put forward that we should ensure achieving a comprehensive well-off society in the grand goal by2020, realizing GDP and residents’ income doubling than2010. All regions and departments conscientiously implement the decisions of the central government, and the agriculture and rural areas maintained a strong momentum of development. But overall construction of well-off society is a huge social engineering system, the difficulty lies in the slow growth of farmers’ income, and the income gap is widening between rural and urban areas, and unbalanced rural socio-economic development and so on. Analyzing the growth of farmers’ income and consumption, and taking steps to increase farmers’income and expand consumption has a very important significance on solving the "three rural issues" and the overall development of the economic society.The paper quotes relevant data from "Shandong Statistical Yearbook", using SPSS20statistical software and GIS software, and using regression analysis, factor analysis, cluster analysis and GIS spatial analysis method to classify the original data, then obtained the relationship of Shandong Province farmers’per capita net income and consumption expenditure in recent ten years, correlation between the permanent income, temporary income and living expenditure, The per capita net income growth and trend prediction of farmers, changes in the consumption structure of farmers, distribution of farmers household income and expenditure in seventeen cities, and distribution map of regional differences. The main conclusions are as follows:First, in recent years, the per capita net income of rural residents and the level of living expenditures are significantly improved in Shandong Province, and their living standard has been greatly improved. It fully reflects the effective implementation of the policies to strengthen agriculture and benefit farmers, and the new rural construction achieved fruitful results.Second, it has quadratic function relationship between quantity of Shandong province rural per capita net income and living expenditure. The specific model is: y=-1006.1563+1.1346x-4.2280E-05x2. Overall, the farmers’consumption depends on their income, along with the growing of rural economy, the level of Shandong province farmers’ income and consumption has improved a lot in recent years. But with the increasing of income, the consumer spending growth has slowed.Third, the permanent income of rural residents and the temporary income have obvious correlation with consumption expenditure. The specific model is: Ct=1.148(Yp)0.853(Yt)0.139,it shows that the consumption of rural residents mainly depends on the permanent income, more than the temporary income.Fourth, Nonlinear function model between the per capita net income of farmers and year is:y=2593.081(1+0.115)(x-1),let x=1when it taks the year of2001. So, calculating according to the average annual growth rate from2001to2010,11.5%, the target that the per capita net income of rural residents in Shandong Province twice than2010can be realized smoothly in2017if price index is not considered in; even if the price index is considered in, rural residents’income can be twiced till2020, too.Fifth, the living consumption structure of Shandong province rural residents changes. Food consumption expenditure, other goods and services such as consumer spending accounts for living consumption expenditure proportion has decreased. Living consumption expenditure, household equipment, supplies consumption expenditure, transport and communications expenditure proportion has increased. Generally speaking, the rural residents’idea of consumption changes, the necessities of life and high quality consumer goods purchasing power is enhanced, and the standard of living steadily rises.Sixth, although the rural economy in Shandong province has developed, but the uneven development between regions, income difference is very big. Tai’an, Rizhao, Jining, Binzhou, Zaozhuang, Dezhou, Linyi, Liaocheng and Heze are still the relatively backward area of rural economy in Shandong province. From the analysis of the dynamic angle, Differences in consumer spending behavior of Shandong province farmer, the difference between but the consumption difference between cities and income level of the farmers’net income more balanced, high levels of Qingdao, Weihai, Yantai, Zibo, Ji’nan and Weifang, the level of consumption expenditure corresponding also at the forefront of Shandong Province, and,the lowest income,take Liaocheng and Heze for example, their relative consumption is the lowest, too.According to the above conclusions, combined with the actual situation in Shandong Province, we have several suggestions to increase the income of the farmers, and guide rational consumption:first is to develop agriculture, increase agricultural income; second is to broaden income sources, increasing the non-agriculture income; third is to improve the consumption environment, standardize the consumer market; fourth is to improve the social security, the elimination of consumer concerns; fifth is the development of rural education, stimulating consumer education; sixth is to update the concept of consumption, and guide rational consumption.
