The Research On Countermeasures To Enhance The Influence Of The Chinese Think Tanks On Public Policy

Since the twenty-first century, China which in a period of transition faces a variety of problems such as the more and more severe international competition challenge, the larger gap between the rich and the poor, the increasingly serious environmental pollution and so on. It costs more and becomes more difficult for China to make public policy under this complex domestic and international circumstances with the explosive growth trend of information brought by informatization and globalization. However, the think tanks which plays an important role in improving the scientificity and democracy of public policy in China haven’t worked as efficiently as those abroad. Hence, the thesis makes an attentive study on the think tanks both home and abroad adopting approaches of literature survey, empirical research and comparative research, trying to find out methods to improve Chinese think tanks’influence on public policy after understanding the domestic’s status and got to know the foreigner’s advantages, thus enhancing the scientificity and democracy of public policy which can provide a better service for the construction of socialist modernization.Firstly, the paper gives a summary about the study on think tanks from home and abroad and makes definitions of some core concepts. Secondly, the development of the Chinese think tank is introduced. What’s more, the problems restricting the Chinese think tank’s applied force in public policy processing has been summed up which includes:the defects of Chinese domestic environment limit the think tank’s influence power; the government and the public haven’t provide a suitable social context for the think tanks to play its role to the fullest; the backward of Chinese non-profit organization’s development affects the expansion of Chinese think tank’s impact; the international influence of Chinese think tanks is not strong enough; the brand effects of the Chinese think tanks is lacking; the Chinese think tanks is weak in policy evaluation. Lastly, to address these issues, the article discusses the problems attentively and concludes corresponding solutions respectively.Overall, the potential of Chinese think-tank’s development is huge, and it’s function in enhancing the public policy’s scientificity and democracy is infinite. The author wishes the Chinese think-tanks can promote its influence in making the public policy be more scientific and democratic and also makes its own unique contribution to the development of our motherland.
