The contest of knowledge and wisdom are driven by world-wide competition and the activities of decision-making also could not be separated from reasonable allocation between 'planning' and 'deciding'.With the economic globalization and social informatization,while China' s rise has profoundly affected the development of the world,we still need new type of think tanks rooted in China's national conditions to speak to the world.After the reform and opening up,in order to build a moderately prosperous society and to realize the great Chinese dream of rejuvenating the Chinese nation,accelerating the construction of new think tanks with Chinese characteristics has been brought to a new political level.Needless to say,both the stategic needs of national development and the for wider participation in global ideological markets all indicate that the new think tanks with Chinese characteristics is an important subject which cannot be ignored in the future.As the theory of socialism with Chinese characteristics continues to mature and the new ideas and strategies on governing a state are increasingly integrated,the role of decision-making consultation has received attention for better upgrading the country's governance systems and capabilities.It is a fact that the modernization of decision-making consultations needs the support of new type of think tanks.After all,in any countries and regions,think tanks are the important subjects for decision-making consultation and are the important forces for advancing scientific and democratic government decisions.Facing the problems of formulation and adjustment of many policies under this complex social environment,the new think tanks with Chinese characteristics set the primary goal of influencing the government decision-making.They hope to use these opportunities to provide 'intellectual products' to the decision-making level and have an ideological impact on social operations,and ultimately play the role in supporting government,inspiring people,balancing analysis and converging talents,not only help themselves build influence,but also can promote our nation' s discourse in the world.Therefore,strengthening the research on the influence of new think tanks with Chinese characteristics is a realistic topic before the theoretical interface.Based on the theories of governance,knowledge utilization and policy network,this paper analyzes the status of new think tanks with Chinese characteristics that shape the influence in government decision-making during the process of consultations,dialogues and policy networks.Although the outlook for the development of new type of think tanks' influence is optimistic,it is still constrained by the system of government's decision-making,including the 'close loop'of government consulting projects,the unidirectional nature of government information transmission channels,and the unclear structure of responsibility,Also,the dilemma from think tanks themselves:space for independent is limited,lack of high-level leader and the inefficiency of conversion of research results and marketing thinking;In addition,there are some constraints from the process of interaction,cooperation and communication between think tanks and the media,social organizations and the public.In the regard,the author takes Shanghai Academy of Social Sciences as a typical case to strengthen the rationality of my paper's argumentation.Finally,in the process of governance,knowledge utilization and policy network,the author tries to propose some feasible ways to solve those matters,to increase the influence of China's new think tanks,and to ensure the scientific and democratic decision-making of our government.
