Study On The Operational Mechanism Of Chinese Civil Think-tanks

With the complex and changeable international situation and many issues in the process of comprehensively deepening reform,The official think-tanks such as Scientific Socialism Research Institute,Policy Research Office and Party School are not able to fully satisfy government' s demand of policy decision information,public sector needs more precise,scientific and systematic information support when building public policy.Civil think-tanks are rooted in civil society,can contact with the group at the bottom of the society easily,and collect the interest demands from the citizens,which are a good complementary of official think-tanks.Studying on the operational mechanism of Chinese civil think-tanks is a necessary requirement of democrat scientific,and standard public decision,as well as promotes sound development of the civil think-tanks.By comparing Chinese civil think-tanks with American civil think-tanks with the key point of operating mechanism,we find that there exsits some problems on the organizational structure,financing modes,human resource management,results transformation mechanism and external relationships of Chinese civil think-tanks,which are caused by the hysteresis of market for ideas,constraints of policy-making system,uncertainty of legal status,influence of bureaucracy and ideological and Low level of specialization.CIRD is a strong performer of Chinese civil think-tanks,whose mechanism and development experience can well enlighten other Chinese civil think-tanks.We propound several practical suggestions including optimizing organizational structure,perfecting the financing modes,exploring ' revolving door ',perfecting achievements transformation and creating a good external relationships for Chinese civil think-tanks with the study of CIRD and enlightenment from mechanism of American civil think-tanks.
