Study On Comprehensive Evaluation Of City’s Soft Power Of Shandong Province

With the speed of city development continues to accelerate, the conceptionnamed "Soft Power" has rooted deeply in people’s mind, more and more people haverealized the fact that the development of a city should includes construction of the"Soft Power" more than economics and technology."Soft Power" reflects a city’sculture, attraction and appeal. Because it is hardly to be quantifiable and studies onthe quantifiable data of the "Soft Power" are truly rare, the complete analyses on thefeatures of "Soft Power" of17different areas of Shandong Province and find theiradvantages and weaknesses proves to be of great theoretical and practical importance。This literature includes5parts as below：The first part: Exordium. This part mainly illustrates the goal and theoretical andpractical importance of the "Soft Power", then summarizes the recent studies on "SoftPower" at Home and Abroad. Based on the shaped thought, this literature presentsnew study method and innovative points.The second part: theoretical study on the city’s "Soft Power". First of all, studythe connotation of the city’s "Soft Power" by research results of State Soft Power andregional soft power at home and abroad. Secondly, study of differences andrelationship of soft power and hard power.The third part: The establishment of the construction of the indicator system ofcity’s soft power and its evaluation mode. In this part, according to essentialingredients of city’s soft power, the article determines the indicator system which fitsinto the condition of Shandong Province. First of all, the article analyze the proposedfunction and principle of this indicator system. Secondly, build this system whichincludes6subsystems and28specific indicators and gain an insight into theseelements. At last, the article illustrate its research method: principal componentanalysis and factor analysis.The forth part: comprehensive evaluation of Soft Power of Shandong Province.This literature compares and measures the17cities’ soft power by the methodsmentioned above. Then, based on the these quantified data, this literature concludes the advantages and disadvantages of these different17cities.The fifth part: the proposals and methods on enhancing the soft power of cities ofShandong Province. According to the results above and practical conditions ofShandong Province, the literature determines the direction of the development of theconstruction of cities’ soft power of Shandong Province, development mode anddevelopment ways. At the same time, the literature proposes the developmentalstrategies and approaches from strategic and system-oriented perspectives.This paper attempts to innovate in the following areas:First, on the basis of clearing the theoretical issues of city’s soft power, establisha relatively complete basic framework of the theoretical system of city’s soft power.Second, design the city’s soft power evaluation system combining of qualitativeand quantitative indicators that can basically be recognized, to lay the foundation forthe realization of the quantitative evaluation of city’s soft power.Third, use the indicator system built to achieve the quantitative evaluation ofcity’s soft power in Shandong Province.
