The Study On Financing For The Construction Of Southern Hunan National Undertaking Industrial Demonstration Zone

In recent years,the transfer of industries has become the hot economic issue and China’s economic phenomena in regional industrial structure optimization and upgrading when it has entered a period of reform and opening up. October6,2011, China officially approved that the southern hunan became the undertake industrial transfer demonstration zone which consists of Chenzhou, Hengyang, Yongzhou. The southern hunan is the country’s fourth zone (Anhui, Guangxi, Chongqing). Hunan Province has introduced some policy documents, such as the planning of the southern hunan undertake industrial transfer demonstration area, the decision to speed up the development and opening of, the support of Chenzhou to undertake the transfer of industries,and established the special fund for the development of processing trade. As a less developed region, the southern Hunan’s focuses are attracting more industries to jump into the demonstration area and creating favorable conditions and financing environment for the transfer of industries in the12th Five-Year.Firstly, the paper analysed the development status of the southern hunan, by contrasting with Changsha, Zhuzhou and Xiangtan, and the economic development objectives and key development areas. Secondly, using quantitative analysis methods, the paper sort out projects and designed matching funds for the advanced manufacturing, infrastructure, logistics and mineral development and processing. Thirdly, using a variety of financial products, the paper designed a variety of investment and financing modes. Lastly, the paper systematically designed area supporting policies and measures, such as completing and enhancing various financing platforms, building the project in bulk from the source, cracking the financing bottleneck constraints of economic and social developments from the institution, servicing the national and local economic development.
