Low-carbon society is one with the current social development patterns of different social development pattern, it with the harmony of man and nature as the starting point, with economic and social sustainable development as the guiding ideology, to man’s all-round development as the goal, in the economic growth mode and development mode change, and on the basis of social system change, fundamentally ease the plight of the current human confronted with, so as to create better external conditions for human development. Nowadays, low carbon society to become the world’s recognized model of development in the future. For the Chinese government environmental protection career has just started, is a huge challenge, while is also a great opportunity for development. Developed countries have given up the protected of environment but insisted the pursuit of economic growth mode is painful, China must not follow that suit. In the process of development of low-carbon society, if the government successfully convert it’s mode of management, improving the management ability, not only can promote the coordinated development of economy and environment, but also improve the international competitiveness of our country.This paper give first place to the combination theoretical analysis and empirical analysis method which the latter is given priority to the paper, with the comparative analysis method is complementary, define the scope of the social development of the government in low carbon and pattern, analyzes the phenomenon that government fail to effect in the development of low carbon society and reasons. The thesis is divided into six chapters. The first chapter is introduction. The second chapter defines the related basic concepts, and discusses the related basic theory, and then expounds the social value and tools the government put to use in development low carbon. The third chapter analyzes the government plays a vital role in the development of low carbon social main body coordination, direction control, organize the implementation and regulatory in accordance with the law. The fourth chapter expounds the "11th five-year plan" period the government policy to promote the development of low carbon social system and government function, summarizes the government failed to express good work performance, and analyzes the relevant causes. The fifth chapter introduces the foreign Government’part in the development of low carbon society practice, summed up the lessons of experience. The last but not the least chapter put forward to enhance the Chinese government in the development of low carbon society effect of countermeasures, including the resources and environment laws and regulations and set up standard system, promoting the market mechanism, perfecting the financial system, improving the government performance evaluation assessment mechanism, etc.
