Environment and resources have been important topics of modern society, and taken seriously by governments and academia. Being a systematic theory of social development values, the concept of resource-conserving society has been commonly accepted by the international societies. This article begins with the background, analyzes the significance, features and cultural historical background of building resource-conserving society in China. It describes the leading role of the governments in the building progress of resource-conserving society, reveals the existing regrets and deficiency, studies the reasons and solutions to those problems. It also tries to discuss scopes of roles of governments and find basic mode and efficient political and economic measures of building it. Giving full scopes of demonstration and prompting of the government green procurement system, we should build and perfect correlation laws and regulations, strengthen the governments' macroscopic control, transform economic development mode and build incentive-restricted mechanism, to provide theoretical reference to improve the progress of building resource-conserving society of our nation.
