In the context of global greenhouse effect and climate warming arising hereafter,governments of various countries take the development of low carbon economy as thestrategic method to keep economic growth under global warming and resource crisis.Traditionally, China complies with the extensive development mode of “highconsumption, high growth, high pollution” in economic growth. Meanwhile, as theeconomy increase rapidly, China consumes more and more energy, so that its huge totalvolume of carbon emission ranks first in the world in spite of the low per capita volumeof carbon dioxide emission. Therefore, China occupies a critical position in thedevelopment of global low carbon economy. In order to transform the traditionaldevelopment mode of economic growth and conform to the requirements of globalenergy saving and emission reduction, the Chinese government declares its goal ofreducing by40%to45%by2020in the ratio of per unit of GDP to carbon dioxideemission when compared with2005, indicating China’s determination in developinglow carbon economy; at the same time, the government correspondingly transforms itsposition and role in “high carbon” development mode to those in the “low carbon” one.In China, western areas contain most of coal, natural gas, oil and other resourcesin concentrated distribution. However, the economic development level is relativelybackward in these areas. Relying on the traditional extensive development mode foreconomic growth and located in region of weak ecological environment, together withclimate threat and poverty, western areas face certain specialty in developing lowcarbon economy. Under the practical pressure from emission reduction in western areas,it is necessary to carry out timely research on the important role of the government inthe development of low carbon economy in these areas, as well as how to effectivelycontrol their volume of carbon dioxide emission, and how to make them the key link topromote the development of low carbon economy and social progress.The research in the paper, taking the combination of deductive theory andempirical analysis as the primary means supplemented with comparative analysis, sortsout and analyzes the relevant theories of such courses as administrative management, public economics and regional economics, and systematically and thoroughly discussesthe role of the government in the development of low carbon economy in western areaswith these areas as the main research region. Starting with the research background andsignificance, the paper deeply explores the concept, characteristics and relatedtheoretical basis of low carbon economy, compare and learn from the experience andvarious paths of governments of developed and developing countries and those ofdomestic eastern areas and western areas in developing low carbon economy. Bymaking use of KAYA formula system, it analyzes the current status of carbon dioxideemission in western areas and the main factors affecting the emission in these areas, thatis, the energy consumption intensity of per capita GDP and per unit of GDP, thusobtaining the result that the government can most effectively improve the industrialstructure and resource efficiency, and maintain economic growth as well as realizereduction of carbon emission. Finally, on the basis of the current status, it proposesmeasures for developing low carbon economy in western areas.
