In recent years, along with the development of low carbon economy, people gradually set up the idea of low carbon development and vigorously develop green economy with low carbon emissions and recycling. We gradually establish the industrial system with low carbon emissions as the main feature, and actively explore the Chinese characteristics low carbon development road. This thesis studied the situation of low carbon economy at home and abroad, and analyze it’s connotation and the main characteristic. In this paper, low carbon economy theory as the basis, we studied the problem of performance evaluation of low carbon economy, the nonferrous metals industry enterprise as the example, trying to build low-carbon economic development model of performance evaluation index system, which provides a set of practical low carbon performance evaluation indicators for the nonferrous metal industry enterprises. We try to evaluate the nonferrous metal industry enterprises’ low-carbon performance, and provide the policy recommendations.This paper advocates the performance evaluation system of low carbon economy including resource consumption, environmental impact and environmental management. In the construction of low carbon performance evaluation index system and model, we pay attention on the scientific index, comparability, comprehensive and holistic principle, combined with the focus on the absolute index and relative index. We try to build a low carbon economy performance evaluation index system, according to the actual level of enterprise of China Nonferrous Metals Industry in the development of low carbon economy. This paper chose16indexes to construct the nonferrous metals industry enterprise’s performance evaluation index system, by the SPSS. We establish a performance evaluation model and comprehensive evaluation by principal component analysis and cluster analysis. We figure up the scoring and ranking of non-ferrous metal industry enterprises, calculating the index weight. Finally, the level of low carbon development enterprises are classified and analyzed, and the development strategy are put forward in order to adjust the development strategy of the enterprise to achieve a win-win business development and energy-saving emission reduction, and finally through the case study, we confirmed the operability of the model constructed.
