Research On Performance Evaluation System Of Public Project Based On Low Carbon Economy

In order to solve global climate changing caused by excessive resourceconsumption, environmental pollution and uncontrolled carbon emissions, lowcarbon economy becomes a major trend for world economic development. Buildingpublic projects has played an important role in China’s economic development, inrecent years the government increased the investment in public projects. Whilestimulating the economic growth effectively, it exposed the unsatisfactoryinvestment performance, resources wasting, ignoring environmental protection andcarbon emissions and other issues. These problems have violated requirements oflow-carbon economy seriously. Researching from public administration andmanagement science point of view, because management theory and methods isimperfect and lack of an objective measure of project performance evaluation system.In order to solve this problem to improve the level of public projects’ performance,we need establish performance evaluation system of public project according to thegoals of low-carbon economy.In this paper, it is the core that we design performance evaluation index systemof public projects based on low-carbon economy and construct the measuring method.First we described the theoretical basis which are low-carbon economy theoreticalbasis and public projects theoretical basis. Then we point out which aspects shouldbe evaluated in the public projects performance in condition of low-carbon economy.In the process of designing evaluation index system, first we use the logicalframework approach and the balanced scorecard and other methods to establish theframework of index system. The index system contains project inputs, process,output and impact of four parts. Then we use literature method to sift out indicators,finally we consult experts to improve the index system. We take cloud model as theevaluation model,and integrate index system and evaluation model to specify theprocess by a case.Based on the requirements of low-carbon economic this paper proposed aevaluation system which have universal significance and can effectively monitor theperformance of public works projects.It have effections both in theory and practiceand added important content to performance evaluation of public works projects.Itcombines fuzzy and random to deal with the fuzziness, random information better. It conforms to characteristics of public projects performance evaluation based on a lowcarbon economy and makes evaluate result more scientific and effective.
