Hunan has become the second demonstration province of national agricultural and rural information construction after Shandong Province. Agricultural information aims at promoting transformation application and popularization of agricultural science and technology achievements, helping farmers solve difficult problems encountered in production and operation feasibly. Agricultural information service is an important link of agricultural information construction and the principal part of agricultural information service are users who engage in agricultural production and management and ordinary famers account for most of the users. Owing to farmers’ poor ability to obtain information, they have great difficulty in picking out useful information from the massive agricultural information. Under such background, personalized agricultural information push technology provides a new thought to carry out the work of agricultural information service effectively. In Hunan, different regions possess different agricultural production nature condition which makes agricultural products having strong dependence of specific regions’ natural resources, such as, climate, water, soil and so on. Therefore, users’ information needs of different regions in Hunan exists great diversity and how to push valuable agricultural information for different regions’ users in Hunan has become urgent solved problems in the process of agricultural information service.The main tasks of this paper are stated as follows:(1)The calculation method of comparative advantage index was utilized to analyze the comparative advantages of major crops in each region of Hunan. Meanwhile, in the term of three dimensions of information region property, agricultural industry property and information content property, mixed classification method combined with line classification method and surface classification method were used to build a multidimensional classification system of agricultural information resource. Finally, agricultural information was encoded.(2)An interest tree combined with regional advantageous agricultural products and characteristic agricultural products of Hunan was built and vector space model was used to represent regional user interest model based on agricultural ontology. Finally, a specific method to update the regional user interest model was proposed. (3)Collaborative filtering recommendation algorithm according to time and the number of user feedback was improved, in the process of predicting the target user score the items that had no scores, time variable t and user feedback times variable m had been added. The simulation experiment showed that improved collaborative filtering algorithm which had improved recommendation accuracy was better than traditional collaborative filtering algorithm.(4)A framework of Hunan agricultural information region push system was designed which implements the tactics of multi-dimensional coding, interest tree of regional agricultural products, optimized collaborative filtering algorithm simply which embodied in agricultural information management module, user interest management module, region information push module specifically and UML analysis, core code, running interface of each module were given.
