R&D activities are the heart and soul of scientific and technological innovation,the good or bad of R&D performance directly affects the level of technologicaldevelopment, the capability of technological innovation, the potential for economicdevelopment and so on. For the reason, It is significant for the improvement on thelevel of scientific and technological innovation to increase the input and outputefficiency of R&D.In order to improve the level of independent research and development, Chinacontinues to increase R&D investment, but, there is great difference of the scientificoutput in China region. Therefore, it is important practical significance for narrow thegap between the level of regional innovation, and promote the improvement ofregional innovation capability to analysis the regional R&D issue from a regionalperspective.On the basis of the domestic and foreign research, this paper builds theevaluation system of R&D input-output efficiency, and impresses on Malmquist Indexto empirical analysis the input-output efficiency of R&D. The results show, firstly, thetotal regional R&D efficiency improves, but the efficiency of technologicalinnovation decreases. Secondly, regional R&D activity has scale effect, but the pureefficiency of technological innovation is small low. Thirdly, for the pure efficiency oftechnological innovation and the efficiency of technological innovation, the easternpart of the developed provinces obviously falls behind the Midwest. Fourthly, there isone characteristic that the regional R&D efficiency descends from east to west. On thebasis, the paper impress on the Tobit model to analysis the effect factor of regionalR&D efficiency. The results show, firstly, the effect of the regional market level iscontrary between the east and the central, and the east is positive, in the central isnegative, but the influence coefficient are both low. Secondly, the effect of theregional openness are both negative in the east and the central west. The influencecoefficient decreases from the west, the central to the east. Thirdly, the effect of thegovernment support strength are positive in the east and the northeast,and theinfluence coefficient are both high, but not conspicuous in the central west. Fourthly,the effect of the information level is positive in the east, negative in the west, and bothhigh. Fifthly, all the regional, the effect of the industrialization level are notconspicuous.Finally, To learn the experience on improving the regional R&D efficiency from the developed countries and newly industrialized countries, and combines with resultsof this study, this paper put forward policy recommendations to improve the regionalR&D efficiency, firstly, improving the market economic system, and playing the mainrole of the corporate R&D. Secondly, according to the characteristics of the differentregions, increasing government support strength. Thirdly, transforming foreign tradeto enhance the regional technology innovation capability. Fourthly, Strengthen thecooperation of government, universities and research institution. Fifthly, focus ontraining and the introducing the scientific and technological talents.
