China is lacking resources and energy. In recent years China has become even more dependent on crude oil from other countries. Automobile pollution is one of the most important threats to the environment. Under the pressure of energy and environment, more and more countries are implementing "the renewable energy" to solve the environmental problems. Modern Electric vehicle possesses the characteristics of low emission, low thermal radiation and low noise and is environmental friendly. It is energy-saving, environmental and sustainable. It has attracted increasing attention recently and is promising in the future. Both the government and the enterprises actively participate in this new electric vehicle industry, putting the industry into the significant growth phase.This paper first compared the differences between China and other countries, then sorted out the shortages in China such as long-recharging times, no network formation, relatively short life journey, facilities imperfect difficulties, etc. Based on the above problems, this paper further points out the framework of building the electric vehicles market. It also focuses on how to encourage companies to research, manufacture and promote electric vehicles through financial subsidies and preferential policy. Moreover, it talks about how to encourage consumers to buy electric cars by taking advantage of government financial and tax support. It discusses in detail about guiding social capital investment, improving related fiscal and taxation policies, supporting the technical application of innovation achievements and encouraging all kinds of research institutions and enterprises to strengthen the development and application of technology for electric vehicles. Meanwhile, by taking combined subsidy mechanism, the state financial department will subsidize the vehicle purchase, battery replacement and supporting infrastructure as well as the electric vehicles promotion. Finally, this paper claims that, by developing the supporting policies which adapt to the business model innovation, encouraging the development of commercial mode, handling properly the relationships among the power grid, operators, automobile factory, customers, and battery suppliers, it helps to build electric vehicle industry chain support system for sustainable development.
