The Research On The Implement Approach Of New Type Of Rural Endowment Insurance System From The Formal Inclusive To Essential Justice

China is not only a economic development agricultural country,but also a seriousaging population country.The rise of national,people happiness as like as the economicprogress to the country,the social security people cannot without.So the elderly pensionproblem become a hot social concern, especially China is a traditional agriculturalcountry,farmers’ livelihood and supporting old people related to the entire progress ofsocial security.New insurance is an important reforms in order to solve the problems thatrural residents can be provided and also is an important part of the social basic old-ageinsurance. The basic principle of new insurance is “protect the basic, nation-wide, elastic,sustainable”, which reflected formal inclusive but it is difficult to final verdict whether itcan reduce the interest configuration gap. Because only the fairly benefit regime canresolve the agreement, maintain the rights of farmers.At present, although a lot of expertshave researched on new insurance, how to realize the fair is not identical and only fewpeople involved the research on replacement rate or redistribution of income.The articlebased on essential justice, through questionnaire survey, actuarial and any other way toanalyze the ensure of the farmers. Giving the countermeasure and advice to achieveequitable from personnel rate of return, contribution rate, government subsidies and thelevel of economic growth in order to basically realized formal inclusive to achieveessential justice as soon as possible.Around the research subject, the author having done practice working in ShanghaiBaoshan agricultural insurance center for half a year and has carried on full investigationand research of implementation there, selection around six townships, doing a detailed visitfor no account, stop payment and normal payment, got first-hand information. It can besaid that this research laid a very important role for my article.This paper is divided into seven chapters, point of views are presenting as follow:The first chapter is introduction. Elaborated the research background and researchsignificance of this article, reviewed domestic and foreign related research literature, pointed out the insufficient in research; Giving the research content, putting forwardresearch methods and innovations of this article.The second chapter is the basic theory and related policy evaluation of new type ofrural endowment insurance. Defined these related concepts of new type of ruralendowment insurance, formal inclusive, essential justice. It is so important to find a validpath for maintain fairness problem by understanding the new endowment insurance policy.The third chapter is the necessity analysis to achieve essential justice of new type ofrural endowment insurance. Based on the definition of fair, derivative to the new ruralendowment insurance realize the fair value, fair implementation, fair security under thenew target in the new period. To reinforce the necessity of achieve essential justice underthe trend of rural aging population and unbalanced development in urban and rural areas.The fourth chapter is the implementation and present situation analysis of ruralhousehold people with new endowment insurance. Definited the research object of article,through questionnaire survey in Baoshan district to understand situation of farms. Throughthe respondents information to find the gap between urban and rural, system design is notcompletely with the farmers and put forward the fair from government and participants.The fifth chapter is to achieve the models calculation and path thought for essentialjustice of new type of rural endowment insurance. Respectively established replacementrate and income redistribution actuarial model for individual contribution with governmentnet transfer amount having a calculation, get the problem of personal substitution rate isnot high, the increase of pension and economic growth is not synchronized and shortage ofgovernment subsidies.At last excavate the path to achieve fairness from the system design.The sixth chapter is the countermeasure and suggestion of path choice for new type ofrural endowment insurance. According to the results of questionnaire survey and actuarialanalysis for how to achieve “essential justice” for new type of rural endowment insurance,point out that government should set up linkage mechanism between subsidies and priceindex; The continuing growth of individual pay cost and incentive mechanism, reduce thegrass-roots financial burden, really achieve the expectation of fairness in the future.The seven chapter is the summarize outlook.
