The Research Of Income Redistribution Effect Of Urban Workers’ Basic Endowment Insurance Of Anhui Province

In recent years,Anhui province has rapid economic development,constant improve-ment of people’s income levels and a considerable progress of social security. But the imbalance growth of people’s income makes the gap between rich and poor more wider and population aging also makes the pressure of the payment of pension increase. On this background, the research of income redistribution effect of urban workers’basic endowment insurance of Anhui Province can make some policy recommendations to optimize its endowment insurance system and also has some practical significance for improving urban workers’basic endowment insurance system of China.Firstly,this paper systematically describes endowment insurance and the theory of income redistribution.Through the research of income redistribution effect of endow-ment insurance from home and abroad, this paper selects net transfer of pension and internal rate of return to creat a model of income redistribution effect of urban workers’ basic endowment insurance and sets up parameters reasonable.Secondly,through the calculation and comparative analysis of income redistribution effect of urban workers’ basic endowment insurance of Anhui Province, Shanghai and Guizhou Province,we find Anhui province has some problems,such as the higher real contribution rate of low-income people,the higher corporate contributions rate and lower replacement rate of urban workers’ basic endowment insurance.Then,we design six reform programs of urban workers’basic endowment insurance of Anhui Province and analyze its impact on income redistribution effect of urban workers’basic endowment insurance.After that, we find factors, such as the payment limit,the rate of corporate contribution and retirement age,can have an influence on income redistribution effect of endowment insuranceFinaly,through the above analysis,we propose some policy recommendations to optimize the urban workers’ basic endowment insurance system of Anhui Province,such as reducing the payment limit,adjusting firm contribution rate and expanding the coverage of endowment insurance.
