The Analysis And Evaluation On Urban Basic Endowment Insurance System Of Enterprise Staff

The supporting problem for the aged is one of the basic problems related to human existence and society development. Every country should pay great attention to this problem and treat it very carefully, in order to keep the economic growing continuously. As the global old-age security systems being in great trouble and trying to get rid of it positively, the system in our country also comes through a similar but particular change.Since the founding of new China, the basic endowment insurance system settled by government has been adjusted frequently according to the realistic situation. However, the alternation of this system has not improved the difficult problems faced in it effectively. The economic resources held by government departments have limited the economic development in a great degree. The"social pooling and individual account combination"mode implemented for only ten more years has been in serious trouble. There are also great idle account problems hidden in this system. The implementation of social pension mode does not only relieve the pressure of enterprises, but also exhaust them by the gradually aggravating burdens, which has raised the labor force cost and reduced the production efficiency. The high-level resident savings is just a self-protection response to the unstable expectation of the future, because the treatment standard of retirees is no more reliably supported. In a word, no beneficiaries can be found under this change, which makes the system in a quandary. Nowadays, this important issue in relation to the people's livelihood has drawn great attention in China. Many experts and scholars have devoted to solve the dilemma of endowment insurance system development. This is of great signification both to the sustainability of basic endowment insurance system and to the stable operation of the whole society and the healthy development of economic.In this paper, the endowment insurance system was quantitatively and qualitatively analyzed from the ultimate goal, based on the current population and economic development situation in Shanxi province. Some reasonable improvement suggestions were given according to the realistic situation, aiming to make a breakthrough in the analysis of partial situation. The purpose of this paper was to provide some references to the government's policy-making department and other researchers.
