Study Of Old-age Security Problem Of The Landless Peasants

With the development of economic and the continuous progress of urbanization, a large number of rural lands were expropriated, more and more peasants have been losing their dependent lands. As a result, a new social vulnerable group does rise: lost-land peasants. They lack of the support of stable balance of social security, many of them have no lands, nor have jobs and social security. The existence of land-lost peasants is the unstable factors that influence the stableness and development of our society and caused the social concern. How to resettle the lost-land peasants reasonable and properly and how to solve the social security issue of the lost-land peasants, especially that most concerned endowment issue after their lands have been taken, to provide them with a convincing old-age security, which not only has a bearing on the interests of lost-land peasants, but also related to the whole community stability and the building of new socialist rural areas, as the key to building a harmonious society. Therefore, it is found theoretical and practical meanings to research on the old-age social security system for the land-lost peasants.The thesis consists of three parts, main contents are as follows:The first part start from the meaning of land-lost peasants, introduces the features and the condition of old-age insurance about them. In general, the living situation of land-lost peasants is decreasing, so is their employment and pension security system. At present, the missing of the pension security of land-lost peasants'performance in: to lose the protection of land, the function of family pension protection to be weakened, the existing rural social endowment insurance system is developing slowly.The second part analysis the main reasons in the lack of land-lost peasants'security. The essence of reason they has been become a problem is the interests of them could not get a reasonable safeguard in the process of land requisition. In present land system, some problems like obscure ownership and incompleteness of collective lands imposed bad effect on land-lost peasants in protecting their land rights. While expropriating lands, the nonstandard of process and unreasonableness of compensation harmed the rights of land-lost peasants. Accompany with the more smaller and simpler of the family size and structure, the traditional rural family pension function is being undermined. Another reason why the land-lost peasants lack of pension security is the enormous gap between the urban and rural.The third part is the core of the thesis. This part elaborates the proper solutions about lost-land peasants'old-age insurance. There are two aspects: First, improving the outer system environment of the land-lost peasants'social security system, it includes clearing the liabilities and duties of government in establishing pension security system for land-lost peasants, clearing the ownership of collective lands, improving the land expropriate compensation system. Accordingly, the first step to establish the pension security system should be to build a land system, which is in accordance with the rights of land-lost peasants. Second, construct the internal system environment of the land-lost peasants'social security system. Considering low protection, harmonious plans, classified security, combined with fairness and efficiency, this paper constructs the pension security system for land-lost peasants. The framework of pension security system for land-lost peasants includes part-fund, sources of funding, payment methods, capital management. Meanwhile, we should exert the functions of the informal systems such as families caring for the aged.
