With the rapid development of science and information technology, the competitive market environment requires SMEs to constantly adjust business strategy, in order to achieve the purpose which can enhance their core competitiveness.Human resources outsourcing requires SMEs to utilize and integrate the internal and external resources which can maximize resource utilization,when they are in the context of limited resources, in order to reduce business costs and increase competitive advantage.SMEs in the process of developing a range of issues of human resource management, human resource management so that the advantages can not play, to some extent, restricted the development of SMEs.
