With the rapid development of science and information technology, the competitive market environment requires SMEs to constantly adjust business strategy, in order to achieve the purpose which can enhance their core competitiveness.Human resources outsourcing requires SMEs to utilize and integrate the internal and external resources which can maximize resource utilization,when they are in the context of limited resources, in order to reduce business costs and increase competitive advantage.SMEs in the process of developing a range of issues of human resource management, human resource management so that the advantages can not play, to some extent, restricted the development of SMEs. SMEs make effective human resource management outsourcing decisions, can solve the shortage of human resources management, thereby improving their human resource management.Based on the theory and practice of combining the analysis of the current situation of SMEs HR outsourcing, human resources outsourcing feasibility as a starting point for SMEs, human resources outsourcing decisions affecting the indicators to evaluate and select, in order to build up human resources for SMEs outsourcing decision model, and evade from the protocol, communication, cost-benefit, risk, cultural, legal validity of six aspects of human resources outsourcing decisions made appropriate recommendations from the data and theory of both parties to ensure that the human resource outsourcing for SMEs the effectiveness of decision-making.Through the empirical study, in the SME HR outsourcing decisions made some new theories and research methods, attempts to provide some favorable references and suggestions for the development of SMEs in the human resources outsourcing decisions, and help improve China’s SMEs HR outsourcing decision-making...
