Outsourcing is more and more popular as a management model or method since 1990's .Among all kinds of outsourcing , human resourcing outsourcing(HRO) became the leader as No· 1 because of its rapid development .In the moment of research about HRO mostly focus on the definition, target, cost and benefit, risk of outsourcing, the model of HRO decision-making are only based on the transaction cost economic and the core competence theory. But the factors of decision-making about HRO are various, it is not enough to analyse these factors from the point of the communication theory and the core competence .In all research of HRO, there is no model based on the target, criterion, objection of decision-making .This paper constructs a HRO decision-making model from the point of target, criterion, objection of decision-making on the base of the definition of the kinds of HRO ,The criterion of decision-making is the core of the model. The criterion of decision-making is composed of feasibility criterion, acceptability criterion and reliability criterion, feasibility is measured by the difficulty in obtaining the project, acceptability is measured by the profits of the project brings to the company and reliability is measured by the risk it may cause, this tried to make up the scarness of today's research. By the research of this paper, in the aspect of HRO decision-making, a new HRO decision-making model is constructed, and the aim of it is able to help for HRO of our country...
