A Study Of The Selection And Realization Of The Benchmark For The Relationship Between National Central Ministries And Shanxi Provincial Government

The decision on Major Issues Concerning ComprehensivelyDeepening Reforms was adopted at the close of the Third PlenarySession of the18th CPC Central Committee,and the decision isstarting a round reform tide.Meanwhile the action plan of NationalResources Based Economic Transformation Synthetically ReformTest was adopted by Shanxi province in early2014.So that newbreakthroughs will made in industrial transformation,ecologicalrestoration,balance urban and rural development,and improvepeople’s livelihoods guided by the spirit of the18th Chinesecommunist party congress in Shanxi province.This plan shows thatShanxi province should pay attention to three important reforms that approved by the state authorized.Shanxi province has signed some agreements with relatedministries Since2010,and this agreements play an important role inits transformation reform.But Shanxi province is still at the earlystages in the process of establish cooperative mechanism,and thetraditional way of deal with the relationship between ministries andprovincial government is not apply to its current situation.So,theco-operative game between ministries and shanxi province willprovide a new idea in deal with the relationship to guide shanxitransformed better.Starting with the analysis of the effect of previous industrialstructure adjustment policy implementation in Shanxi province,thearticle mainly research on the situation of the relationship betweennational central ministries and Shanxi province and its correspondingimprovement strategies.The main idea are as follows:First,the article shows the previous industrial structureadjustment policy of Shanxi province since1982and give a briefsynopsis of my main arguments on the policy.Based on the reasonscoming from assessment conclusion, the passage evaluate theprevious industrial structure adjustment policy implementation effectof ShanXi province from the economy, livelihood and environmentaspects. The results show that the previous industrial structure adjusting did not bring significant improvements to economy,livelihood and environment of Shanxi province.The following researchbased on this part.On the basis of summarizing the findings above,this part analyzethe evolution of relationship between national central ministries andprovincial government in china.
