The Research On Rent-seeking Problem During Government Purchasing In China

Rent-seeking theory is one of the hot topics in western economics since themiddle of the20th century, is also the most challenging fields in modern economics.Rent-seeking behavior is the widespread phenomenon existed in market-economycountries and transitional countries. At present our country is the special period inwhich the public ownership is changing to the private ownership and the plannedeconomy is changing to the market economy, so rent-seeking phenomenon, especiallythe power rent-seeking, is inundant and inevitable. Among rent-seeking activities, thegovernment purchasing field with public funds for public purchase is the high-riskareas.Rent-seeking behavior is an unproductive activity of the redistribution for vestedinterests and a kind of negatively economic game. It can cause a series of seriousconsequences, such as the distortion of the operation mechanism of market and thewaste of social resources. If there is rent-seeking behavior in government purchasing,it not only gives rise to corruption and damage the good image of the government, butalso leads to a drop in the quality of government purchasing, and even cause seriousaccidents. Otherwise, as an important branch of national fiscal expendituremanagement, government purchasing plays an important role in the national economy.Therefore, that we need to study the causes and countermeasures of the rent-seekingbehavior in the field of government purchasing have an important theoretical andpractical significance to perfect the system of government purchasing, strengthen themanagement of public funds and promote the reform of financial system in ourcountry.This article adopts the research methods combined theoretical analysis andempirical analysis, not only analyzes the manifestations and causes of rent-seekingbehavior in the government purchasing, but also proposes the correspondingcountermeasures. The writing of article starts from concepts. Firstly, the concepts ofrent-seeking and other concepts related to government purchasing are defined, andfour relevant theories are elaborated, it lays a theoretical basis for the follow-up study.Secondly, the article analyzes the current situation of rent-seeking in our governmentpurchasing in detail, using the game model to deeply analyze the process ofrent-seeing behavior, proving the above analytical result through a typical cause anddiscussing the cause on this basis. Lastly, the article put forward to the basis measures which take to prevent rent-seeking behavior in our government purchasing.
