International City Tour Hub Functional Assessment System Research

This thesis aims at tourist activity process of specific types of international tourists(those who launch tourist activities by means of Transit Depot), and divides internationalcity tour hub functions into three main types: gathering and scattering function,transferring function and management service function. On this basis, this thesisestablishes international city tour hub functional assessment system. This thesis appliesAHP analytical hierarchy process to confirm the weight of each assessment index ofinternational city tour hub functions. It chooses Beijing and Shanghai as sample cities,calculates and analyzes the scores of the two cities’ each evaluation index, then comes tothe following conclusions:(1) Beijing’s gathering and scattering function for international tourists is strongerthan Shanghai. This is because the passenger capacity between Beijing and domestic citiesis better than Shanghai. However, the passenger capacity between Beijing and internationalcities is comparatively worse, which means international connectivity is not enough.Therefore, Beijing should reinforce its internationalization construction of aviation hubsand optimize international airline network. Meanwhile, it should also conduct strategiccooperation with Tianjin international cruise home-port so as to compete for TianjinHarbor’s waterway transportation resources and make up the congenitally deficiency ofshipping.（2）As an international tourism hub, Beijing’s transferring function is weaker thanShanghai. This is mainly because the transferring efficiency in Beijing is lower thanShanghai for international tourists. In the short term, Beijing should complete theconvenient level of traffic transfer of its aviation hub and each transportation junction tothe greatest extent. In the long term, Beijing should attach importance to comprehensivetransportation junction construction of multiple combined transportation modes, especiallythe provision and perfection of “air-rail integration”.(3) Beijing’s management service function for international tourists is better thanShanghai. This is mainly because under the same government management level andpreferential policy, service ability of Beijing’s airport, restaurant, travel agency and touristattractions is stronger than Shanghai. However, ability of providing cross-regional tourismproducts in Beijing’s tourist distributing center falls far behind Shanghai. This situationreflects to some extent that Beijing’s tourism cooperation with the periphery is to beperfected.
