With the development of society, state-owned commercial bank’s managerialfunctions and business concept is changing, it not only has the pursuit of profitmaximization, but also has the pursuit of social benefit maximization. That is to say,state-owned commercial bank needs pay more attention to construction of its publicservice functions during its development. State-owned commercial bank’s publicservice functions are the form and pathway of extending government public servicefunctions, and its operating condition can directly influence the public’s approval andevaluation for government managerial functions. Therefore, the problem has becomea hot spot of society.The paper emphasizes on the survey research of Shenyang state-ownedcommercial banks’ public service functions.Firstly,the paper describes the background,significance and purpose of thestate-owned commercial banks to the public servicefunctions, and reviews the related literatures of domestic and foreign. Then, theinvestigation and analysis on Shenyang state-owned commercial banks’ level ofpublic service are put forward. On the basis of investigation, several problems fromstate-owned commercial banks are found, such as lots of and unreasonable chargedservice projects,low level of opening information of the public service and hiddenperil of customers information security, unreasonable service process and complicatedprocedure. The paper puts forth the improving countermeasures including enhancinggovernment supervision,promoting information opening of public service frommulti-angles and strengthening inner management of organization and process, for thepublic service of state-owned commercial banks after analyzing the reasons ofproblems.At last, the paper draws the following three research conclusions: firstly, publicservice function is not only the special function of government and some socialorganization such as state-owned commercial bank can realize parts of public servicefunctions during the course of changing from “universal-style government” to“limited duty-style government”; secondly, reality of public service function of state-owned commercial bank is not to give up innate economic function as a cost, butcan be accelerated by each other; thirdly, although research fruits of the paper gainbased on the background of state-owned commercial bank, can be appropriate forother commercial bank by revising and can provide references and lessons forfinance management of government.
