The Spontaneous Governance Of Rural Public Goods

Governance of rural public product is an important part of rural governance. Its effect is directly related to its governance form, which affect the farmers’ life. In real situations, there are two forms in the management of rural products.one is "spontaneous governance", the other is vertical management. The effect of governance is different, because the natural and social environment of countryside is different. In the institute of rural China of central China normal university, I had jointed in the program which was investigating two hundred villages. The place where I have researched-the village of xian head in sanmenxia city of henan province. The people in this village operated the national rural residents’ drinking water safety project independently. It is a good case to study the spontaneous governance of rural public goods.In contrast is the village of dongan head, the village lack spontaneity governance on public products, they can’t provide cheap water to villagers just like xian head. This article adopts the method of case study and comparison, the study of xian head village "residents drinking water" spontaneous governance process, causes and mechanism of water is helpful to dongan head. The purpose of this article is summarize the spontaneous governance successful experience and its mechanism.Article is based on the fieldwork in the process of material, using the method of "event-process" describes how the governance is possible in xian head village. using the literature review-introducing case-describing process-analysis of induction-come to the conclusion.Through the analysis of the mechanism of xian head village.the article thinks the reason that the village can realize its governance is depended on these conditions,the first is to achieve the common interests of the collective action and social conditions, in the west guan head village household villagers are faced with the reality of water difficult, they are conducted on the basis of mutual self-exploration, formed the good order with water;The second is a system of elite leadership and negotiation mechanism, west guan village head in the process of raising funds to form the good consultation mechanism, the village committee headed by Wang Jingcai leader for the project and management play an important in water;The third is a supervision means of brief, west temple head formed a distinctive water monitoring method, the pipe into the door, also have simple and clear accounting methods.In addition to the integrity and the ability of village elite, temple head east village have formed the basis of these conditions, but because of the lack of the means to achieve the target, and do not implement the spontaneity of domestic water treatment can’t provide the price is right for the villagers living water.
