With china’s socialist market economic reform, farmers consumption levels is enhancing, and they surge to more communication.especially in the case of city communications market was full developed, it is very important to research and develop the rural communications market.Firstly, this paper analyzes the characteristics of rural mobile market, then it researches actions of marketing management from four aspects:Political, Economic, Social, Technological, and analyses the A county’s mobile communication with the theory of SWOT. Base on the result of analyze, it proposes a4P strategies. The product strategy mainly interpret the different network base on the different market; The price strategy mainly refine four price strategies; The channel strategy is proposed base on the problem of existing channel strategy and the theory of experiential Marketing; The promotion strategy mainly point at promotion strategy of three market that it is "stock market","flow market" and "the customer group market".Finally, Based on the proposed strategy of4P, it draft three procedures that they are human resources support, logistic support and schemes. So it carry the responsibility of ensuring the procedures work very well.
