To construct high-standard farmlands is an important guarantee of insuring thenational food security. The wide coverage construction work being carried outcurrently is of great complexity and is relate to an endless variety of regional featuresand different natural, social and economic conditions. The work includes land leveling,improvement of soil and its fertility, irrigation and drainage, the construction of ruralroad and shelter forest, ecological protection, power transmission and distribution andetc. For making it a more scientific and reasonable work that suits the local conditionsand is more practical, this paper took regional disparity into consideration and carriedout a research on zoning the construction projects of high-standard farmland andlocatingthese projects according to the zoning. Certainly, the findings would makesome sense.On the basis of summarizing previous relative research progress on constructinghigh-standard farmland, this paper mainly focused on the zoning of high-standardfarmland construction projects. Research on zoning construction projects withincounty territory and the site selection of these projects had been carried out, and thefindings were:(1) Based on the Qualitative and quantitative analysis on influencing factors ofhigh-standard farmland construction projects, and also according to pre-existingexperiences on zoning, index system of projects zoning had been established,including:Natural factors: geomorphology, agrotype, level of underground water, thicknessof aquifer, annual precipitation and geological conditions of engineering;Social and economic conditions: per unit area yield of grain, rural per capita netincome, the proportion of agricultural population;Land use conditions: arable area per capita, capacity of agricultural landconsolidation.(2)Zoning of construction projects of high-standard farmland was modeled. Each zoning index was weighted by using AHP, so that indexes’ degree of influencing theresult of zoning could be distinguished. PCA were used for dimensionreduction tooptimize the index system so as to avoid repetition. WARD, a method ofclusteringmethodology, was used to zone the project.Based on the zoning, and also according to the content of high-standard farmlandconstruction, thirteen indexes had been clustered, including continuous degree andregularity of farmland parcels, soil texture, soil configuration, organic content of soil,content of available phosphorus and rapidly available kalium, soil pH, guarantee rateof irrigation, drainage capacity, accessibility of rural road, coverage rate of shelterforest and guarantee rate of electricity supply. Finally, types of projects’ site selectionswere obtained. Site selection is a process of reclassifying the zoning of projects.(3)Nanle County in Henan Province was taken as the case study area. Zoningmodel established before was used in practice. According to the result of clusteringanalysis and local conditions, Nanle County were classified into six project zone,including depression zone in the Wei river, gentle slope zone in the Tuhai river, sandyzone in watercourse of the ancient yellow river, saline-alkaligentle slope zone in theeast bank of the Majia river and gentle slope zone in the Majia river.According to the content of constructing high-standard farmland, twelve indexeswere used to reclassified the result of zoning projects, and fourteen types of siteselections were finally obtained, including types of ‘arable land parcel—irrigation anddrainage—rurual road’,‘arable land parcel’,‘arable land parcel—rurual road’,‘arableland parcel—rural road—forest belt’,‘arable land parcel—irrigation anddrainage—forest belt’,‘arable land parcel—forest belt’,‘arable land parcel—soil’,‘arable land parcel—soil—rurual road’,‘arable land parcel—soil—irrigation anddrainage’,‘arable land parcel—soil—forest belt’,‘forest belt’ and ‘soil—irrigationand drainage—forest belt’. Results aim to help planning the construction ofhigh-standard farmland reasonably and scientifically in Nanle County.
