High standard prime farmland is the best part of prime farmland,is the key to ensurenational food security.On the background of land consolidation play a supportive role innational food security,the construction of a new socialist countryside and urban and ruraldevelopment, construction of high standard of prime farmland is a major strategic moveeffectively to improve the quality of prime farmland.High standard construction of primefarmland is a long-term and systematic project,and it needs comprehensive considerationof natural endowments, infrastructure and construction conditions and land occupationcondition,and many other effects,such as making overall plans and taking all factors intoconsideration, making the key points stand out,easy first and difficult later, classificationand implementation to study the space-time configuration of the high standard of primefarmland and construction mode.Starting from the connotation of high-standard primefarmland construction and features, this paper sets a high standard farmland constructionfinancing with quantity,quality,ecology as one of the evaluation system to study thehigh-standard prime farmland spatial configuration and construction mode.Taking Lulongcounty as empirical research, arrange for the timing and pattern of the high standard ofconstruction of prime farmland reasonably.We can have the following conclusions:(1)Discussing the scientific connotation of high standard prime farmland,andanalyzing the prime features and functions.and on this basis, exploring the constructioncharacteristics of high standard prime farmland,reveals the characterization of elements.(2)From the natural endowments conditions of the prime farmland,infrastructure andconstruction conditions and site conditions,selecting12factors to build evaluation system.using analytic hierarchy process to determine the index weight.Through standards of primefarmland construction standards,this paper try to determine the evaluation index gradingstandards,the use of ideal approximation method and the combination of factors todetermine the timing and pattern of the high standard of construction of primefarmland,this paper provides a scientific basis for the theoretical and practical work of ahigh standard construction of prime farmland.(3)Using AHP to determine the evaluation index weights and ideal approximationmethod size of the sort of close degree of the prime farmland, building a high-standard of prime farmland to divide into three modes: the near future(basically have),medium(slightlymodified) and long term(full consolidation).Their construction scale were11306.24hm~2,6468.57hm~2,11047.43hm~2.Based of farmland infrastructure and constructionconditions,to analysis of Lulong county high-standards of prime farmland constructioncombination of factors limiting factor.The formation works were divided into model I、irrigation and drainage works based mode II、field roads and farmland shelterbelts basedmode III,the scale of the three modes of construction were5960.49hm~2,14483.84hm~2,8377.91hm~2.(4)According to the results of time sequence and mode partition of high-standardprime farmland consolidation in Lulong county and through the spatial analysis andsuperposition of different timing of Lulong county on the construction mode, combiningwith different construction sequence in prime farmland construction pattern classificationadvance.The recent construction of high standard of prime farmland area mainly to modeII,the three modes area is484.65hm~2、7773.55hm~2and3048.04hm~2;High standards ofprime farmland interim construction area of mode I type zone is less only219.66hm~2、mode Ⅱ is2451.85hm~2、Mode III based scale is3797.06hm~2;High standard of primefarmland forward development area of the main mode I and II,the three modes area5256.18hm~2、4258.44hm~2、1532.81hm~2.
