Research On The Problem Of Constructing "Two Types Of Society" In Changchutan Under The Condition Of Low Carbon Economy

To build a conservation-minded and environmentally friendly society in Changsha, Zhuzhou and Xiangtan is a bold and innovative attempt. We have no places to draw on experience both at home and abroad, so we should explore and innovate constantly in our practice. The drastic initiative of constructing "two types of society" in Changchutan can further promote the integration of society and economy, and the strategic emerging industries that feature low emission and voluntary conservation take on a prosperous development trend. In2005, some people did some research on conservation-minded and environmentally friendly society, and the concept of conservation-minded came first and the theory of environmentally friendly society followed. After the17th National People’s Congress of CPC, the government decided to take the Changsha-Zhuzhou-Xiangtan city group as the trial plot of "two types of society", Which is not only a major project that the country and government attach great importance to and the key to the rise of middle China, but also a great opportunity and an innovative action of accelerating Hunan’s development.This article at first discusses the basic concept and related theories of low carbon economy and "two types of society", analyzes the important status of low carbon economy in Marxist Economic Theories, and expresses that the constructing of "two types of society" in Changchutan should follow the development mode of the new economy(the low carbon economy). Meanwhile, low carbon economy keeps with the trend of the time, and is the prerequisite of implementing the scientific development theory and achieving the eco-development. Besides, it delves into the important status and necessity of constructing "two types of society" in Changchutan in the current economic situation. Second, the article focuses on exploring a series of opportunities and challenges in the process of constructing "two types of society" in Changchutan, believing that its development process brings many factors that limit economic advancement, including six aspects like the extensive way of economic development, unreasonable industry structures, low technological innovation capacity, and the waste of resources and energy. Based on this, the article puts forward and discusses some ways and methods of constructing "two types of society" in Changchutan that fit the practical conditions of the three cities.
