A Study On The Transition Of Economic Developmental Pattern And The Construction Of Environment-friendly Society In Gansu Province

Since the sustainable development has been the common choice of the international society, and the important strategy of the China national policy, the issue of how to transit the developmental pattern of regional economic development, and to meet the goal of environment-friendly society construction, is being of the key scientific problems to the whole society.This paper summarized the current outcomes from the research of different fields and researchers, and to study this research on the environment friendly society construction based on the viewpoint on the provincial level. According to the calculational results based on the methodology called Emergy Analysis, and the simulated results based on the software called Systemic Dynamics, the outcomes show that the traditional economic developmental pattern is not sustainable, and the main characters of this pattern is that the economic development is particularly resulted from the huge consumption of the resources. This paper indicated that to transit the developmental pattern is the basis to construct the environment friendly society. And then, this paper studied the contents and the basic way of contracting the environment friendly society in Gansu province from thr viewpoint of the developmental pattern transition.The environment-friendly society construction is a new social form which includes an economic basis and a superstructure. This paper proposed a framework of environment-friendly society construction that include a key part which is the environment-friendly Development patterns transition, and consumption patterns which as the core of environment-friendly society building; the Ecological Civilization as The basis of culture and values; the environment-friendly technology as technical support; the Green political system as institution indemnity.This paper also identified the main elements of the building of environment-friendly society in Gansu Province, including accelerating cycling economic development mode, transiting the development pattern. And also focus on coordination among the Three industries, that is development of organic agriculture and "organic Gansu"; the development of cleaning tertiary industry. And improvement of public's environmental awareness is crucial to building environment-friendly society , so Gansu should make more efforts in this area, meanwhile in promoting the concept of eco-consumption and encourage public's eco-consumption behavior.Through a general way that "Changing the producing wayâ†'Transiting the economic patternâ†'to achieve the Ecological Civilization"; "Changing consumption patternsâ†'Advancing the life transitionâ†'to achieve the Social Civilization", "Changing the way of thinkingâ†'Promoting awareness transitionâ†'to achieve Spiritual Civilization." Make sure that Gansu will be able to build a environment-friendly society.
