Using The Idea Of Circular Economy To Construct Environmental-Friendly Society

Developing circular economy and constructing environmental-friendly society are the main content of implementing scientifically developing idea and constructing harmonious society, and also the important steps of promoting sustainable development. They are the two sides of one problem, and the relationship between them is inseparable. Developing circular economy is means and method, while constructing environmental-friendly society is purpose and result, and their essence is completely unanimous. They both are basically to solve the problems of resources exhaustion, ecological destruction and environmental pollution, and to realize the best disposal, optimum use of sound recycle of resources. Circular economy is to study the reasonable program, management and optimum disposal of natural resources, productive resources and waste material, while constructing environmental-friendly is to recognize social resources and define the responsibilities of different social individuals, and demand the coordination of social economy policy, cultural education, mechanism systems and laws & regulations, so as to realize protecting resources, environment and economy, at the same time, to promote the harmonious development of economy and society.Based on basic theories of circular economy, and from the standpoint of systematicism, combined with many subjects the thesis puts forward the idea that we must define circular idea and circular economy as a core to construct environmental-friendly society and realize the best disposal and optimum utilization of resources in time, space and quantity. Based on the practical experience of developing and constructing circular and ecological society of foreign countries, the thesis also bring: forth the conception that making use of systematic idea constructs circular and ecological industry system and form an econological industry structure in which resources can be multi-used and recycled among three industries and in the internals of all sub-systems. In order to make circular economy idea through the whole process of environmental-friendly society, the thesis makes some programs about the developing patterns of environmental-friendly agriculture,environmental-friendly industry andenvironmental-friendly city from three layers of macro-regional circular economy, middle-sized industry ecological-groups and micro-ecological mterprises. In the analyses of programming patterns of the three layers, the thesis cites some successful patterns to justify the reality and geasibility of the programming patterns.Of course, constructing environmental-friendly society is not only the thing of economic field, at the same time, developing circular economy must be also concerned about all aspects of social life. Therefore, in the part five of the thesis, it is thought that if we want to solve the contradict among the development of economy & society and ecology, environment and resources, we must do as follows: Firsty, change human ideology, especially promote the changes of ecological awareness and environmental ethnics. Secondly, strengthen the building of institutions and build long-effective protecting-mechanism;Thirdly,develop environmental-friendly technological-supporting system; Fourthly, exhange the conception of comsuption and initiate sustainable green consumption. In a word, developing circular economy and environmental-friendly society are supplementing each other, which are not only involved in the change of economic system, but also need the gurantee of institution and technology.
