Study On The High Standard Basic Farmland Delimitation Of Tongshan

During the "Twelfth Five-Year", China will build four million acres high standard basic farmland to ensure harvests no matter non-irrigated or flooded, it is an important goal of the just released implementation of the "National Land remediation plan". In Practical work, the construction of high standard basic farmland lack of adequate theoretical basis, all regions have not yet introduced specific rules for construction of high standard basic farmland. Domestic scholars’research on high standard basic farmland is also at a preliminary stage. In this context, how to delimit the area for high standard of basic farmland in order to improve the efficiency of land remediation work, to improve the quality of arable land, to increase food production and farmers’ income level is a major issue in the construction of basic farmland solved.Therefore, Building a sound system to delimit area for high standard basic farmland construction and combining the three ways of quantitative, qualitative and location to determine the basic spatial layout has important scientific significance for the Long-term protection of High standard basic farmland. It also meet the requirements of the rational use of land resources and sustainable development: Ensuring economic development while protecting arable land resources, ensuring the country’s food security and social stability, promoting economic, comprehensive, coordinated social and ecological benefits of sustainable development.This study shows that:First, the area of Tongshan’s basic farmland protection is24,332.61hectares, accounting for10.05percent of the total land area. Its natural quality mainly is level5, level6and level7, primary in low-lying areas. It shows that the number is small and quality is poor, distribution is uneven and apparent contradiction between people and land. So the construction of a high standard basic farmland is necessary.Second, the concept of farmland quality is a comprehensive, the evaluation by LESA shows that the quality of basic farmland not directly related to their area, and the village is small differences in quality scores of the bottom, with the characteristics of the spatial distribution of local concentration. Economic evaluation of basic farmland on farmers behavioral shows that the economic quality of Tongshan County township score differences, the township’s economic quality scores associated with the terrain, the high economic quality score are located in low-lying towns west direction while lower scores of towns located on higher ground north and south sides, and the county seat town Tongyang’s economic quality scores the highest.Third, based on a comprehensive evaluation of the quality of basic farmland, the size of the high standard basic farmland designated herein as13,360.29ha. Selected number of basic farmland plots of7915, involving nine towns, a total of108villages. According to the basic ideas for the construction of farmland evaluation results and to solicit the views of local cadres, the way a high standard basic farmland construction project is divided into little improvement, moderate improvement and comprehensive renovation.Finally, I hope this research can provide a reference for the ideas and methods in practice high standard basic farmland designation and construction.
