Since China's reform and opening up,the economy has achieved rapid growth.When the process of urbanization and industrialization in our country is constantly improving,we should always keep in mind that cultivated land is the root of human survival.But now we lack of a profound understanding of the concept of urban development,only to focus on the development of urbanization and the protection of arable land turned a deaf ear.For example,some local governments in the development of urban economic construction and did not do a good job of scientific and rational plannin,free of damage and take up a lot of arable land,which makes a lot of arable land and even the loss of high-quality arable land resources.There is no doubt that the contradiction between economic development and cultivated land protection is becoming more and more serious.In view of this situation,China has formulated the basic national policy of protecting farmland.Therefore,the basic farmland has become the most important in the protection of arable land.Reasonable delineation of basic farmland,not only to protect the ecological security of the region,but also to promote the realization of regional sustainable development.To this end,the state issued a new round of tasks for the next round of permanent basic farmland delineation of the city,showing the importance of the state for the protection of basic farmland.In a word,it is very necessary and important to study and discuss the delimitation and protection of permanent basic farmland.In this paper,through theoretical analysis and case analysis,the paper discusses and studies the delineation and protection of permanent basic farmland around the city.First of all,this paper analyzes the game of the central government and local governments to pursue their own interests,in order to explain the reasons for the slow progress of basic farmland protection in china.Secondly,taking Zhenxiong County as an example,analysis and evaluate the delineation of permanent basic farmland by using GIS analysis method,and then discusses the significance of the delimitation of basic farmland permanently,promote the implementation of basic farmland protection better,for the future development of permanent delimitation of basic farmland and provide some reference to improve the basic farmland protection system.This paper mainly includes the following parts:1?briefly discusses the background and significance of the delimitation of basic farmland and permanent protection,defines the related concepts and basic farmland planning theory,and expounds the principle of delimitation of basic farmland,and provide a theoretical basis for the delimitation of basic farmland permanent work.2?the introduction of game theory in the delineation o f permanent basic farmland in the process of analysis,the central government?the local government and farmers for the game problem of delimitation of basic farmland permanently,in order to explain our reasons for the slow process of basic farmland protection,and puts forward some suggestions.3.based on 2015 annual land change survey,using GIS as a platform,on the map,land use classification map,the existing basic farmland,not classified as basic farmland tillage map overlay the land use status,then the amount of cultivated land,quality,slope evaluation and analysis,to reach the standard of basic farmland permanent cultivated land to verify the proof,finally obtains the delimitation of basic farmland in Zhenxiong county city surrounding permanent results,provides a method to verify the evidence designated for the delimitation of basic farmland around the city permanently.4?from the quantity,quality and space layout overall merit the results.And through the practice summary,put forward suggestions to delineation and protection of permanent basic farmland.5?the permanent basic farmland delineation and protection recommendations.
