Study On The Basic Farmland Delimitation And Protection Based On Quality-Layout-Quality

A scientific and rational way to delimit basic farmland, are of great significance to protecting cultivated land and food safety and promote regional economic sustainable development. Rational planning of basic farmland will play a positive role for the Protection of regional food security, ecological security and promote the regional economy development rapidly, and healthily. Therefore, this thesis take Chengde Shuangluan District as a typical cases, to explorate of basic farmland delimitation and protection, so as to further improve the system of basic farmland planning theory and in-depth development of the practicework for reference.This thesis take a new round of general land use planning revision as background, basic farmland designated as a point, from three ways of quality, layout and quality of basic farmland to further explore the method of permanent basic farmland delimitation. On this basis, it constructs of the method of basic farmland delimitation, and has an empirical study in Chengde Shuangluan District as an example. By studying come to the conclusion that:(1) The study used three-in-one ways of Quality-Layout-Quality ", and formed a situation of tripartite confrontation of basic farmland delimitated method, constructively proposed delimitated method of permanent basic farmland, and proceeding from the three sides to delimitated Shuangluan district of basic farmland, scientific. It is reasonable, practical to implement, and provide good reference value to permanent basic farmland delimitation.(2)Three key points of basic farmland delimitation: quantity, mainly from the demand and supply to study, and supply-demand balance ascertain the number of basic farmland; layout, layout analysis on the influence of construction land expansion and the ecological environment security aspects, put forward the " basic farmland layout effect circle " concept, providing important bases for basic farmland delimitation; quality, the establishment of agricultural land quality evaluation system to provide an important basis for basic farmland delimitation, but also quality of basic farmland grading standards.
