The New Rural Social Endowment Insurance Level Research Of Mudan District Of Heze City

One of the difficulties to improve the social security system in the process of promoting a harmonious society is the rural social endowment insurance. So, the currently new rural social endowment insurance and related issues have become hot topics in theory research. However, most studies have focused on the necessity and feasibility of the establishment of the new rural social endowment insurance system, the regional differences in the implementation of the system and the recommendations to the development of the system. Few articles deal with the security level of the new rural social endowment insurance system and there are also rare articles on the regional research.As one of the first pilot counties to establish the new rural social endowment insurance, the Mudan District of Heze City has accumulated rich experience. However, whether the security level of the new rural social endowment insurance implemented in Mudan District, facing with the pressures of population aging and weakening insurance function of family resulting from the decrease of family size, meets the demands of the majority of rural residents and reaches a moderate level of protection has no specific measurement. Based on the Mu Huaizhong’s research on the moderate level of rural endowment insurance, the Rawls’s theory of distributive justice, government accountability and life-cycle hypothesis theory, this paper intended to build a moderate security level calculation formula of the new rural social endowment insurance system, estimate the actual and moderate level of protection region of the rural social endowment insurance system from2002to2011and compare the actual level with the old and moderate level of protection. The above analysis shows that there is a gap between the actual level and the moderate level of protection defined by professor Mu Huaizhong, though the actual level protection of the new rural social endowment insurance system is higher than the old. On the basis of analysis from three aspects of government, rural residents and the collective, this paper found that the main reasons that the actual protection level of "the new agricultural insurance" is lower than the appropriate protection level are the short of government financial investment, limited ability of collective allowance, poor personal insurance awareness and the low level and term of premium payment. To solve the problem of the rural endowment insurance, this paper put forward some targeted suggestions to improve the new rural social endowment insurance system, including increasing government financial subsidies, improving farmers1pay grades and years of contribution.
