Moderate Level Research Of Jiangsu New Rural Society Endowment Insurance

The establishment and promotion of rural society endowment insurance system is animportant part of improving the social security system and the key step of theconstruction of a new socialist countryside. If the new rural social pension insurancesystem can ensure rural residents of the “sense of security” issue, it depends on thelevel of its development. Lower endowment insurance level is unable to ensure therural residents of old-age problem. Conversely, it will be a tremendous burden ongovernment finances, is not conducive to the development of the national economy.The new rural society endowment insurance system has become the center of manydomestic scholars’ study, however, most studies have concentrated on theimprovement and implementation of the system, for a moderate level of research arevery few. The article is based on the macro background of new rural endowmentinsurance, calculate and determinate Jiangsu province rural social endowmentinsurance level, then give a standard value, finally evaluate the current generalizedsystem of preferences payment.This paper is composed by five parts:Chapter Ⅰ: An overview of the domestic and foreign scholars on the study of ruralsocial endowment insurance. It mainly concludes the following aspects: socialsecurity level, social security expenditure level calculation method, rural socialendowment insurance level and the area of social security level.Chapter II: Defined the basic concepts, and expounds the theoretical basis of themoderate level of the new rural society endowment insurance, then studies thenecessity of the proper level of new rural social endowment insurance.Chapter III: Through the analysis to Jiangsu province rural social endowmentinsurance development and present situation, reveals a lot of problems, summed upthe factors that impact Jiangsu province new agricultural insurance level. On thisbasis, establish a model of Jiangsu province new rural social endowment insurancemoderate level.Chapter IV: Calculated the actual level of Jiangsu province rural social endowmentinsurance in year2011, and then determined the appropriate level of Jiangsu provincerural social endowment insurance from macroscopic and microcosmic angle. It ismeaningful to the rural social security system.Chapter V: Based on the above analysis, this chapter proposes several relevant policysuggestions of improving the moderate level of the new rural endowment insurance, such as strengthening the policy support, improving the new rural society endowmentinsurance and raising the level of fund management.
