After joining WTO, the industry environment has changed deeply, the global economics tended to be integrated. Faced the competition pressure from domestic and foreign companies, transformation has become a strategic choice, large enterprises changing to international engineering companies has become the trend, but they also faced system mechanism, service function, management system, human resources and a series of problems, how to solve the obstacles has become an urgent study in the process of trans formation.For that reason, the paper teased out the characteristics of the international engineering companies, also its the transition and the present situation firstly, thought that the transformation from survey and design industry companies to international engineering companies is the industries’trajectory, and is prospective and compliant at current situation. Secondly, based on the summary and analysis of CREEC’s development status and development strategy, analyzed the CREEC’s development conditions and strategies used benchmarking analysis, value chain analysis, and SWOT analysis. Thirdly, learned from the successful experiences with Arup, AECOM, China Chengda Engineering co., ltd, China Huanqiu Contracting&Engineering Company, and so on, put forward the Countermeasures for CREEC:cross industry integration, achieve the interdisciplinary breakthrough of main business; extend the industry chain, cultivating the function of lump-sum contracting; follow the path of internationalization development, building the international trait. Finally, put forward the measures from the enterprise reform, technological innovation, personnel and other aspects according to the transformation path for CREEC.
