Yulin City Economic Development "resource Curse" Perspective

The hypothesis of "resource curse" mainly illustrate the rich natural resources has hindered the development of local economy. As the emerging resource-based city, Yulin City with rich resources of coal, oil, natural gas, has achieved rapid economic growth. From1998to2013, the GDP of Yulin City has grown nearly44times, the rate of GDP growth ranks the first in Shaanxi Province, and it has become the second largest economic entity to drive the economy in Shaanxi Province. Intuitively, there isn’t obvious "curse" phenomenon between the natural resources endowment of Yulin City and economic growth. But, will Yulin as resource-rich area arise the phenomenon of "resource curse" in places like Shanxi and Xinjiang? And after a temporary prosperity, will it trap in a growth crisis? This is the main purpose of this paper.This paper mainly selected the fixed assets investment and workers in mining and manufacturing, and the pay for the technology in technological innovation and for the education in human capital accumulation and the total export-import volume in system as a target, by using multiple regressions in econometrics to analyze the relationship between them and the economic growth. The result shows that at present there isn’t obvious "resource curse" in Yulin City, and the mining can still bring the positive effect to the economic growth of Yulin City. However, in addition to the fixed assets investment in manufacturing and the pay for the technology, other factors all have a negative effect on economic growth of Yulin City. Combining with the "resource curse" transmission mechanism and by using a large amount of data as well as the specific case, this paper further analyses the likehood of the "resource curse" in Yulin City and draws the following conclusions:the development of the mining inhibits the growth of the manufacturing; there is "crowding out " and the mining crowd out the technology innovation and education seriously; there is income inequality, less disposable income, the county economy developmentent imbalance and other issues in Yulin City; unclear property rights lead to the disorder of competition and the deterioration of ecological environment. Therefore, this paper from the upgrading the industrial structure, increasing the human capital accumulation, innovating system, improving the GDP value and attaching the great importance to the protection of ecological environment, the five aspects puts forward the corresponding countermeasures and suggestions.The "resource curse" in Yulin City mostly focused on the theoretical analysis,This paper uses multiple regressions in econometrics to analyze it.This paper not only analyzes the possibility of "resource curse" in the economic development of Yulin City by using the common "resource curse" transmission mechanism but also introduces the concept of the local GDP value combining with local specific conditions, verifies it and makes the conclusion be closer to the actual situation of the local economy development and some countermeasures for the aversion be more targeted.
