Chongqing Urban Village Reconstruction Problem And Countermeasure Research

From the beginning of the1990s, our country economy develop fast along with the reform and opening-up, industrialization and urbanization are accelerating, urban area is to expand to the surrounding areas. There are many rural tribes, they are located in the city planning area, and surrounded by the city, but the land ownership, the household registration system and administrative system still maintain rural model, these regions are called urban village. Urban village is a unique phenomenon emerge in the process of urbanization in our country, in the early part of the urban villages form, it played a positive role for the development of the city, but with the continuous development of urban economy and society, the problems gradually appear and become more and more serious in its economy, people’s livelihood and social management and other aspects, it has a serious impact for the healthy development of the city. Research city reconstruction problem, for promoting the integration of urban and rural areas, and promote the healthy development of the city, building a socialist harmonious society have important theoretical and practical significance.In order to study the problem of Chongqing urban village reconstruction, in this paper, Nan an distract the second pond area as the study area, through the analysis of the urban village research area present situation and transformation, sums up the problems existing in the urban village in reforming and analyzes the causes of problems, and finally put forward corresponding countermeasures and suggestions for the problem. This paper adopts literature research method, survey research method and the methods of quantitative and qualitative analysis, conducts a comprehensive and detailed analysis for the research content. The research content of this article can be divided into five parts, the first part is an introduction, mainly on the research background, purpose, significance, research status at home and abroad, the main research contents, methods and technical routes are reviewed; the second part is the theoretical part of this paper, firstly, defining the relevant concepts, secondly taking a detailed overview of the theory of intensive use of land conservation, coordination theory, city and sustainable development theory, then expounding the formation of urban villages and adverse effects, and finally summarizing the transformation mode of village, this part lays a foundation for the study of this paper; the third part is the empirical part, emphatically introduces the present situation and modification of the second pond area, provides a factual basis for the later; the fourth part includes the fourth, five two chapters, is the focus of this article, firstly, according to the former, summarize the study area is facing five major problems, including the lack of appropriate policies to support reconstruction, resettlement and compensation standard is low, the transformation fund-raising difficulties, life level of the landless people decreased and the employment difficulties, in response to questions, the author thinks that the reason of these problems has four aspects, including that the transformation of policy is not mature, resettlement compensation standards are not synchronized with the market, the financing channels are single, land expropriated residents own ability is insufficient and the relevant plan is not perfect, then the reasons are analyzed in detail, finally, combined with the actual, in view of the question in the fourth chapter, the author puts forward some countermeasures and suggestions, including that perfect the relevant policies of urban village reconstruction adjust compensation and resettlement standards to protect the interests of the residents of villages, expand financing channels to ensure that funds are available, improve policy support and enhance the residents their ability to effectively solve resident employment; the fifth part is the sixth chapter, it is the summary to the article research content, proposes some conclusions, including that the policy is dominant, resettlement security is the key, and money is backing, and has carried on the detailed elaboration, and finally put forward the outlook for the modification of the urban villages.
