Study On Urbanization Of Urban-villages

Urbanization is a process of social transition from traditional agricultural society to modern urbanized one. The level of one country's urbanization is a key criterion to estimate its degree of modernization. The longtime influence of our government's "binary-policy-system" between urban and rural areas makes our process of urbanization fall far behind that of present economic development. As a result the system has gradually become the source of many social problems. To solve such problems, the governments have adopted a series of public policies to improve the current situation. Under the great force of urbanization, many urban-villages, which have already been enrolled into the scope of city's planning, have been practising the former system of rural administration. This kind of special communities is beyond reach of urban or rural administration system. Hence they have resulted a series of social, economical and administrative problems. On the basis of profound investigation into the urban-villages of Yuhua District Changsha City, this dissertation tries to explore some proposals of public policies, for the reference of the local governments, to accelerate the process of urbanization.Beginning with the analysis on the present governmental administrative policies, this dissertation points out the main public administrative policy limits to the urbanization of urban-villages, including: the public administrative policies of the rural land, rural public property, the registered permanent residence, employment, social security, etc. The binary-policy-system between the urban and rural areas has raised the expenses of these areas' urbanization and becomes a crucial obstacle to transfer the residents' status from villagers to urbanites. According to these investigations and analysis, the dissertation has put forward some proposals on how to improve the present situation, including: scientifically establishing development program; instructing the project of transferring villages into urban communities; accelerating employment and establishing social security system helping urban-villagers live comfortably and work joyfully; helping guarantee the urban-villagers' interest through polishing the policies of compensation of unlawful buildings or partially admitting their lawful property right for some urban-villagers' temporary buildings; innovating the mode of allocation for urban-villagers and leading a way out for the urban-villagers who have lost their land; planning investment projects to absorb the investors and solve the financial problem of the rebuilding of urban-villagers' residential areas; changing the urban-villagers' conception emphasizing generation trend; emphasizing environmental treatment and realizing sustaining development of urban-villages.
