Study On Development Strategy Guarantee System For Gansu Provincial Institute Of Investigation, Design And Research For Water Resources And Hydropower

The vigor of an enterprise comes from innovation, while sustainable development of a company depends on planning. The Water resources and Hydropower Investigation, Design and Research Institute of Gansu Province is the only technological enterprise with class A qualifications for comprehensive investigation and design in the water sector of the province. In recent years, a range of issues has occurred and hindered the development of the institute, which makes it necessary and important to define the enterprise’s strategy, mission, vision, and business planning, and to reshape and plan its value system for leading the further development. At the same time, the strategic guarantee system of the institute shall be set up from5aspects, which include organization adjustment, reconstruction of HRM system, financial management innovation, operational risk control, and enterprise culture construction, respectively, so as to provide administrative support for its strategic development.Based on the strategic management theories, this paper uses the method of combining theory with practice, and an admixture of quantitative and qualitative approaches. Firstly, it analyzed the enterprise’s external and internal environment, and the industry’s present situation Secondly, it used an exploitation degree-metastatic matrix to analyze and evaluate the resources of the institute. Finally, a SWOT analysis was conducted to make clear the current situation, opportunities and challenges the institute were facing, which is the basis for clarifying the institute’s strategic goals and the implementation paths. The focus is on the guarantee system for the institute’s strategy, which is to ensure its sustainable development at administrative level.The paper consists of six parts. The first part is the preface, mainly making a brief introduction to the research background, significance, present situation both domestic and abroad, and the general idea. The second part is a comprehensive analysis of the enterprise, using strategic management relevant theories and analytical approaches. The third part clarifies the institute’s development strategy, while the fourth part is the guarantee system design for its implementation. The fifth part explores an action plan for the system and the last part is an induction and summary.
