The Research Of Using The Third-party On Strengthening The Regulatory Functions Of The Customs

In recent years, with the transformation of the government’s administrationfunction as well as the gradual maturity and development of the state market economy,the third-party institution plays an increasingly important role in social governance ofchina. As the participant and the specific practitioner of the import and export tradepolicy making, the customs should fully analyze and study the present internationaltrade situation and the domestic demand for economic development. In addition, thecustoms should reform proactively, innovate continually, explore audaciously and bringin the power of the third-party institution positively and safely, in order to fit thevariation tendency of the national and international economy as well as the demand ofthe customs’ regulatory function shift. Thus, the customs can play a vital role in thedevelopment of the national foreign trade economy. Referencing the related researchresults of the government’s public service outsourcing combined with the existingproblems in the customs’ daily supervision tasks, the advantages of the government’sutilizing the power of the third-party institution during the supervision process, theprinciples, the contents are discussed in the paper, which makes sense in the promotionof the customs’supervision effectiveness.
