The Research On The Hohhot Customs Performing Function Of Supervision

The customs is the national regulatory authorities.Customs do his regulatory job based-law and responsible for the responsibility for public service at the same time,the state transition of government function,promote the reform of " delegating improving and optimizing services" big background,in order to adapt to the demand of the new era,the customs need to pay more attention to correctly handle the relationship between control and service,fully perform its regulatory functions,to ensure that the "management" under the premise of "fast",better service for the country's foreign trade development.Hohhot customs is located in the border areas in the north of China,for many years in promoting autonomous region form a new pattern of opening to the outside world and promoting economic and social development in the border area has played a positive role,in the new reform and development of environment,still need to accelerate the construction of their own capabilities,effectively perform customs regulatory functions.This paper first analyzes the current research status of service government and customs supervision functions at home and abroad,and clarify the research ideas and research methods of this paper.Next,this paper defines the definition of customsand its regulatory functions and the connotation of service customs;Then introduces the regulatory status of Hohhot customs and to perform the regulatory functions,points out that risk regulation ability is not strong,exists risk of smuggling,first-line supervision science and technology level still lags behind,the regulation efficiency is not high,import and export goods customs clearance for a long time,customs clearance convenience degree is not high,the customs team personnel business capability and to improve service quality,enterprise participation,satisfaction problem still need to improve,this paper analysis the reason about customs laggard regulations,unenlightened technology regulatory,customs officers and business ability is not enough high working efficiency,and to carry out the concept of public participation in the effect is not ideal.Then,referring to the supervision experience of Singapore,Japan,the United States customs,the paper puts forward the countermeasures and Suggestions of Hohhot customs to better fulfill the supervision function under the guidance of construction service-oriented customs.
