Research On The Transfer Of Rural Surplus Labor In Lujiang County

At present, China’s "three rural" issues which contain the issue of agriculture, therural issue and farmers’ issue are still very serious. The party and the governmentattach great importance to the "agriculture, rural and farmers" issues, and thecountryside surplus labor force is one of the major problems of "agriculture, rural andfarmers" issues. A large number of surplus and idle rural labors, not only restrict thefarmers to increase income, hinder the process of agricultural modernization, andslow down the pace of rural urbanization, but also lead to not optimized allocation ofthe urban and rural labor resources, because if a large number of rural surplus laborsforce can’t be put into construction of industrialization and urbanization development,it will bring out a huge waste of labor resources. So we must speed up to promote thetransfer of rural surplus labors to non-agricultural industries and urban, making it adrive propeller to solve the issues of "agriculture, rural and farmers", to achieve asound and rapid urbanization of farmers, urbanization of rural areas and agriculturalmodernization in China. This paper focuses on the problems of rural surplus labors’transfer in Lu Jiang county which is a big rural labor force county in the centralprovinces in our country. Academic research on China or some provinces of thecountry’s rural surplus labor transfer problem is very much, however, related studiesfrom the perspective of the county economy are relatively small. County economy isthe cell of the Chinese economy, and is the base of China’s rural economy and the"three rural" issues. Researching on the Chinese rural surplus labor macroscopicproblems from the micro perspective study of, there will be a certain universality andreference.This paper includes a total of five chapters. The first chapter is introduction，andit briefly describes the research background and significance, summarizes the researchstatus at home and abroad, confirms the purpose of the study and the maincontent,and has chosen the practical research methods. The second chapter is called related concepts and basic theories. It defines the concepts of the rural surplus laborand rural surplus labor transfer, and so on. This paper introduces the basic theories ofthe dual economic structure and population flow models which are used in the paper.The third chapter is called the present situation of rural surplus labor transfer incounty Lu Jiang. It describes the basic situation of economic and social developmentin county Lu Jiang, and different methods have been used to estimate the currentnumber of rural surplus labor in county Lu Jiang, and summarizes the surplus laborforce transfer’s characteristics of the county in aspects of age, cultural level, theengaged industries and regional distribution. The fourth chapter is called existingproblems of rural surplus labor transfer in county Lu Jiang and cause analysis of them.There are problems such as transfer of rural surplus labor transfer task is heavy, thefarmers’ income is low, low level of transfer organization, low quality of rural laborand low degree of the transforming in the local. And five reasons have beensummarized. Firstly, the degree of agricultural industrialization is low. Secondly, theurbanization development lags behind. Thirdly, beening restricted by the householdregistration system. Forthly, beening restricted by the land system. Fifthly, the labormarket is imperfect. Chapter five are countermeasures to promote the rural surpluslabor transfer in county Lu Jiang. Countermeasures to solve the problems have beenput forward according to the existing problems and reasons, such as strengthening therural education, to strengthen the government’s organization and guidance of labortransfer, to vigorously promote the development of non-agricultural industries and theurbanization process, and to build a unified urban and rural household registrationsystem and the labor market.
